Active job searching (getting your resume in the hands of the right person) is better than passive searching (hoping the right person finds it in a database).
That doesn't mean there's not a place in your job search strategy for a passive approach, such as uploading your resume to job boards and hoping for the best. But don't rely on it - more often than not, it leads to "A" job, rather than "THE" job you really want.
Do your bit with keywords so it can be found, but focus on networking and relationship building as your primary strategy.
Go after what you want.
